Rubyinstaller devel - Aug 2009 - File.executable?(directory) == true?

I noticed this behavior in ruby on windows:
C:\dev\ruby>mkdir go

C:\dev\ruby>ruby -e ''puts File.executable?("go")''
true

Is this worthy of complaint, does anyone think? :)

Most of the File methods are flawed on Windows, not because attributes
but also the lack of ACL knowledge.
