You can't change the port (actually you could but it would break
things).
Best bet is to look out for lsof for your system, then run
lsof -i :137
Second chance is inetd: Check /etc/services for the name before
137/tcp, then check /etc/inetd.conf for a line beginning with this
name. Comment it out, then SIGHUP inetd.
