Yes and Fedora turns "on" a bunch of services by default that tend to
be
unneccessary, i.e. Sendmail, GDM, XFS, etc. If you are unfamiliar, you
may want to run setup, which has explanations of each service when you
hit <F1>

We've setup some FC3 systems with T1 at 100% - no problems. As noted
below, I suspect other processes (or lack of computing power) may be
causing your issues. Even things like turning off the gui (run level 3)
can make a big improvement.

Runs fine and is very stable. "Full capacity" is 100% dependent on
exactly what asterisk is doing (eg, transcoding), the PC hardware, etc,
and has nothing to do with fc3.
