Yes.
But neither the boot loader nor the kernel are involved by this. This paramter
is checked by the init process (pid 1, usually /sbin/init).

Check ?cat /proc/cmdline?.
Maybe your append line is shorten.
Try to set the "4" earlier in the append line.>
