I believe trac is semi-broken at the moment, and that no-one can
submit tickets. If you check out the timeline
(http://dev.rubyonrails.org/timeline) you'll see no new issues have
been created for a couple of weeks. I'm sure there are people working
hard getting it back up and running. Last week trac was down
completely, so things are improving.
