keymgr: hack so passphrase & file can be used today

Until string based pool properties work, the zpool command will have to 
take a ''passphrase'' option to tell zpool that the dskek is a
passphrase
or a file

This will say that we are using passphrases:

# zpool keymgr load <pool> passphrase

And leaving the ''passphrase'' off will default it back to the 
file:/etc/zfs/<poolname>.key location of the key.
