zfs code - Mar 2010 - recvflags_t

I know libzfs is a private interface, but I''m curious why the new flag 
istail was inserted in the middle of the recvflags_t bitmap?

Wouldn''t have been better to add it to the end to avoid breaking older 
binaries?
