Xen devel - Jul 2013 - Xen 4.2.3-rc1 and 4.1.6-rc1 tagged

In Jan''s absence, I have just tagged, in xen.git:
    4.2.3-rc1
    4.1.6-rc1
We are aiming to do RC2 some time next week.

If you use the stable branches, please test these versions and report
any problems.
