but it failed to ''make tools'' as below.
How can I?

I have read post

I commented out as there described, but unfortunately does not work.

Firstly, you are not trying to check-out the xen-4.0.2-rc1 tag from the qemu repository. Probably because your xen-4.0-testing.hg tree is not up to date -- you need to pull it from http://xenbits.xen.org/staging/xen-4.0-testing.hg rather than http://xenbits.xen.org/xen-4.0-testing.hg. Secondly, nonetheless, the old tag (6d5b7...) should be present in the qemu repository. So something has gone wrong there. Ian Jackson (cc''ed) can probably help. commands
that the transcript shows:
