Xen devel - May 2007 - [PATCH 9/12] Pull Linux CPU hotplug logic to Xen

Pull necessary Linux CPU hotplug logic into Xen. Due to
distinct difference on basic hierarchy and features,
this pull is done on function level.

We need to make sure that the RCU code can handle CPU hotplug before
this code is checked in.
I can look at what needs to be done at the RCU code, but I am away until
next week. I will only be able to do that when I return.
