Xapian devel - Mar 2014 - Submitted project plan and timeline

Hello,

I have submitted my project plan along with the timeline as a part of my
proposal on melange. I'd really appreciate any feedback/criticism to make
it better. I will update the remaining sections of my proposal tomorrow.

We've not being getting notifications for new proposals or for proposal
edits, though it looks like that may be fixed soon:

The last modified date suggest you've not added the remaining sections
yet - if/once you have, please let us know.
