I presume your talking about the mozilla ActiveX viewer?
It seems that although it installed, it didn't create the appropriate
registry keys. I've had this issue with one of the newer versions of
wine too, I'd recommend to always have a rather aged one like 20041019
as a stable go installed alongside the most recent snapshot.
That way you can always try if issues have been solved for the newer
version if you run into problems whilst still being able to run all your
programs, because it happens quite often that programs that used to work
in older versions don't any more because the developers have progressed
in trying to implement the API more completely at the cost of getting
just the routines certain apps need working.
I can't exactly say what version it was that I ran into the problems
with but you only need to get the plug-in correctly installed and it'll
work with either version.
My suggestion is to try to reinstall it with an older version, if the
creation of the registry keys is not working you should get an error
message at the end of installation.
If all else fails, the following is an excerpt of the developers' website:

but further down it says
| Do not register mozctl.dll! The new mozctlx.dll now contains all the
PATH fixup magic that ensures the control works correctly.
I don't now if RegSvr32 is even correctly implemented yet but thinking
of it, if it weren't then programs would be able to register their
stuff, so it should be.
I can only say that I got it to work on my box, so you should be able to.
