The file config.yaml has to reside directly in the website directory.
For example, a typical webgen website looks like:
/website
/website/config.yaml
/website/src
where /website is the webgen website directory. In your sample, the
path /home/user/webgen/local would be the webgen website directory.
Regarding the include file tag: which version of webgen are you using?
If you are using 0.4.x you need to specify includeFile, if you are
using 0.5.x you need to use include_file. I think you use 0.4.x so you
need to use includeFile.
