Vorbis - Mar 2007 - Removing ID3 and IDv2 tags on Windows (was Re: 2nd attempt - Repairing vorbis files)

Hello,

my oggs seem to contain ID3v2 tags, although ogginfo sayd nothing about 
that. How can I remove these tags and replace them with correct comments 
on Windows? I'm missing equivalent of oggutils downloadable for windows, 
only source tarball cn be found using Google.
