Vorbis files have comment tags, which are arbitrary key=value pairs, and you
could easily put a URL in one. The challenge would be to decide on a key and
to convince the maintainers of the various programs that can play Vorbis
files to implement showing the website when the software sees that tag.
(Nobody has the power to force them to.) I'm sure most programmers would
make that feature optional if they implemented it at all, but it's certainly
possible.
