There is a list of standard field names, but currently language and country of the artist do not have standard names. You could propose names for these fields (like LANGUAGE and ARTIST_COUNTRY) and perhaps they could be added to the documentation. With oggenc, you can use the parameter '-c "LANGUAGE=english"', and with Peter's Winamp plugin just hit ALT-3 and enter your tag name and value under 'Other'. For the artist's home country you could invent a tag named ORIGIN or similar. It's all up to you, thanks to OGG's flexible tagging system.
