Vorbis - Aug 2001 - Where is oggenc?

I cannot find oggenc to encode my ripped .wav files. I downloaded and installed
all the .rpm file on the vorbis Linux download page. I assumed those included
the encoder somewhere. I cannot find any mention of this encoder on the vorbis
site. 
Where do I go from here?

It should be in vorbis-tools.  I don't run an RPM system so I can't
comment
on those, but it should be in there.
