Vorbis dev - May 2008 - libvorbis-1.2.1 release candidate

Thanks to everyone who's been testing svn over the last few days.  
We've had a number of changes going in over that time, so I've done a  
release candidate. This is r14838 with the package-version changed.

Please give it a check and make sure it's ok. If there are no further  
issues, I'd like to make official in 30 hours or so.

There was not the problem in the range where I tested it.
Test environment is WindowsXP and msys, mingw.
