Vorbis dev - Jan 2006 - Changing bitrate and/or quality when encoding with vorbis

Hi all,

Is it possible to change bitrate and/or quality on fly when encoding with
vorbis?

reports:
"vorbis_encode_setup_init() finalizes the highlevel encoding structure into
a
complete encoding setup after which the application may make no further setup
changes."
This means that I cannot call vorbis_encode_ctl after vorbis_encode_setup_init,
so there are no chances at all to change this settings on fly as in speex
encoding?
