I downloaded a nightly CVS tarball about a week ago. It contains an oggdec tool in vorbis-tools. However, I don't get this tool when I checkout / update from CVS. Hi: It's definitely in CVS. I didn't get it initially when I did an update, but when I did 'update -Pd' which someone else told me to do, it came on in. Don't ask me why. You need the -d to get new directories, and the -P to remove old ones. You generally want to include them every time you do an update.
