Actually, there's a german-localized Oggenc that's available from
http://www.cyclooctane.com/~comatoast/files/ . oggenc.de.zip has just
oggenc.exe for Windows, while ogg-vorbis.de.zip has the source (rc3, iirc)
to the whole ogg/vorbis/vorbis-tools ball.
I don't remember exactly who did the translation, I don't speak a lick
of
German... ;)
have a look at everything I've written on vorbis- and/or vorbis-dev;
I've
mentioned it before on the list.
