Lame also isn't optimized for low bitrates, but lame has joint-stereo and
that can be a big advantage when you are using such low bitrates.

But it has no advantages if it's mono, and it is in this case :) 
I don't think that any stereo is reasonable at 30 kbps. At ISDN rate ( ca 60
kbps ) it does..
