theora - Oct 2018 - NHW Project - improvement of NHW Neatness Metrics

Hello,

I have improved the NHW Neatness Metrics.This new version better modelizes
neatness/sharpness around the contours of image.This new version is then
better and the metric is more significative of neatness of image, even if
it is still perfectible.
