theora - Jun 2013 - lower bitrate video

It seems like an increasing amount of video at YouTube is in HD format which
does not always play well at 3 Mbps, and slower speeds; lots of buffering.
As a reference, it would be nice to be able to search at YouTube for 'tears
of steel theora' to find a version of this video produced with Blender that
was encoded to play at 1 Mbps. ?Please.

YouTube doesn't serve videos using the Theora video codec. I'll try
make something using the source material [0].
