theora dev - Apr 2008 - Manually Change Quality value of each frame

Hi All,
        I have set *cpi->pb.ThisFrameQualityValue* parameter to* 10(minimum
value of the ac scale factor matrix) *manually while compressing in
CompressKeyFrame  and CompressFrame functions in encoder_toplevel.c. As we
were expected, size of the encoded ogg video increased. But quality of the
was not increased (It's quality has been degraded).
        Can anybody explain the reason for this?
         In Decoding process,  is it only consider about the quality value
of the First Frame rather than considering the quality value of each  frame?
