theora dev - Aug 2007 - How to measure performance of a codec

hi all,
please can anyone tell me, how can i compare two codec for the performance
like, compression ability, video buffering, processing delay etc.

if there is any tool i would like to know about them and how can i do this
performance test for the theora..?

For compression ability, PSNR as comparison criterion comes to my mind.
But might not be very close to human perception.  Googeling brings up
