The following is one example of a psf font that should work. Please
note the "8x16" feature of this psf1 font.
Under Debian and derivative distributions you can find the
"console-data" deb package.
If you don't have access to such package (or to a repository that
includes it), you could download a binary deb package from:
https://packages.debian.org/sid/all/console-data/download
and recursively extract/expand its content.
Alternatively, search for some equivalent or similar rpm package with
psf fonts (e.g. kbd-data, or kdb-misc or something like that).
The "console-data" deb package includes:
/usr/share/consolefonts/cp857-8x16.psf.gz
Extract the cp857-8x16.psf file from it and use (copy) the resulting
psf file for you syslinux.cfg.
Using this psf font (or a similar "8x16" psf1 font), you should be
able
to display the relevant Turkish glyphs (aka characters) in Syslinux.
