Speex dev - Jun 2007 - PLC tuning question

Does the PLC tuning affect only the quality in case of PL?
Does it affect the quality also in good PL conditions?

When you increase the "PLC tuning", you slightly decrease quality in
good conditions to increase, while increasing the quality when packets
are lost.
