This is just a note that R would get a lot more citations if the recommended citation was an article in a recognised journal or from a recognised publisher. I use R in work leading to publications often, and I strongly want to give the R core team credit for their work. However I find that I can't persuade my biological collaborators to include the current R citation (below) in their

As a fourth option, I wonder if the first author could fork the package? Presumably, appropriately cited, a fork is permitted by the license under which it was released. Then the original package, by both authors, still exists (and a final version could point to the new one) and the new package, citing the previous version appropriately, is by a single author. Simply advice: The former co-author contributed, so he is still author and probably copyright holder and has to be listed among the authors, otherwise it would be a CRAN policy violation since even if he does not develop further on, he developed parts of the so far existing package (if you talk about a CRAN package). The bibtex citations provided by citation() do not work all that well in cases where there is no printed document to reference: (1) A version field is needed, as the note field is required for other purposes, currently trying to sort out nuances that cannot be sorted out in the author list (author, compiler, implementor of R version, contributor, ...) and maybe giving a cross-reference to a book
