Proxying Apache to Mongrel, not sure if Apache is serving up static files

Well i want to make a photography community site on the lines of www.gfxartist.com , www.terminus1525.ca, www.phirebrush.com Where the community votes for every subbmission from a artist and can comment (like a forum).. Now gfxartist has used probably SMARTY,php,and their own CMS. terminus used Drupal,Gallery 2.Some one tells me that this combo is heavy on resources and slows down sites.

Application working with CGI but not with FastCGI
Hi, I have started rails some week ago. I have deployed my application to production sever which is a shared host with FastCGI enabled. This application is actually Radiant CMS and working fine if I am using dispatch.cgi. But whenever I use dispatch.fcgi the browser takes a lot of time and finally it stoped with blank screen - no error. I have created a simple test application but the same problem
