UTC time zone on Windows
Hi
I'm having trouble running R CMD build and check with UTC time zone
setting in Windows Server 2012. I can't seem to get rid of the following
warning:
unable to identify current timezone 'C':
please set environment variable 'TZ'
However, setting TZ to either "Europe/London" or "GMT Standard Time"
didn't help.

proposal for use ICU for timezone convertion on windows and a draft patch
Dear All,
Last week I found an issue about R Sys.timezone function on Windows and send email to this list. This week , I read quite a few docs and codes about windows time zone to IANA time zone conversion. and found in unicode.org's ICU library has a function ucal_getTimeZoneIDForWindowsID which do the time zone convert. c(a, b) for POSIXct objects with tzone attributes?
Hello:
What is the recommended method for retaining the tzone attributes
when concatonating POSIXct objects?
> (d1 <- ISOdate(1970,1,1)) # Sets the tzone attribute = GMT

tzone and DST
I'm reading in ~3 years worth of data that includes hourly timestamps.
Presumably to avoid DST confusion, all the data is in PST time zone -- no
discontinuities in the spring or fall.
The data comes in a csv file, which I'm reading with

R Compilation gets stuck on Windows 64
Please note that building R on Windows is documented in "R Installation
and Administration", including links to external software. Particularly
there is a link to texinfo which is part of Rtools. The documentation is
maintained and it is a sufficient source of information for building R
on Windows.

Problem with HTB and IPTABLES
Dear All,
Im working with Fedora Core 3, kernel 2.9.1, MPLS-for-Linux-4.193, and
having some problems when create a HTB queue. ALL packets goes to the
default queue, they dont care about any mark or ip field I use to enqueue
them. : -/
Thats the deal, all packets that incoming the interface eth2 are classified
and have theirs TOS field changed following some qos policy at the
PREROUTING

Our network is using a mix of Win2k server, Win2k Pro, Win98, Win95 and
