issue after install dahdi

Unable to make outbound calls

PRI Problem
I am having a problem with a new PRI turn-up on dahdi 2.5.0 and asterisk 1.8.5 that I have not seen before. The PRI is setup as B8ZS, ESF and the span shows up and ok. This PRI is merely a crossover T1 going into an old DC0 class 5 switch. Problem making outbound calls on TE210P using NFAS
Hello, I'm running Asterisk@home 2.5 asterisk 1.2.4 zapatel 1.2.2 libpri 1.2.2 on a Dell Poweredge 2850 (1 CPU) with a TE210P I have 2 t1 circuits using NFAS with dchan on 24 and no backup dchan. I am able to receive inbound calls on all channels and can only make outbound calls on channels 25-48. Attempting to make an outbound call on channels 1-23 results in congestion.

I had considered using the relaxdtmf setting but held off this due to not using any physical connection hardware -Asterik uses both SIP in and out from an upstream provider (Gradwell.com).
