[PATCH 2/4] time: add a notifier chain for when the system time is stepped

The high resolution timer code gets notified of step changes to the
system time with clock_was_set() or clock_was_set_delayed() calls. If
other parts of the kernel require similar notification there is no
clear place to hook into.
Add a clock_was_set atomic notifier chain
(clock_was_set_notifier_list) and call this in place of
clock_was_set().

in one location, and not in the logarithmic accumulation.

[RFC v4 02/12] kthread: Add kthread_(un)block_work_queuing() and kthread_work_queuable()
Add some simple wrappers around incrementing/decrementing
kthread_work.cancelling under lock, along with checking whether queuing
is currently allowed on a given kthread_work, which we'll use want to
implement work cancelling with DRM's vblank work helpers.

Currently, it's only possible to flush on a kthread_work in contexts
where it's possible to block. This can be kind of painful though when
trying to implement new types of delayed work which use kthread_work,

Btrfs uses an rwsem to control access to its extent tree. Threads will hold a
read lock on this rwsem while they scan the extent tree, and if need_resched()
