The bug is yours: you are using Cygwin Perl, not a Windows Perl. This is specifically warned about in the manual: @strong{Beware}: you do need a @emph{Windows} port and not the Cygwin one. Users of 64-bit Windows can use a Win64 Perl (such as that from ActiveState) if they prefer. You can't expect to use tools from a different operating system (Cygwin is effectively a guest OS)

problems compiling R-devel packages in Windows
I'm trying (for the first time) to compile R-devel on my Windows2000 machine. I retrieved the most recent r-devel sources using rsync. [LLVMdev] calling c-function with a vector
Hi all, I have the following problem: I want to call a function from llvm (tryf in the following) which takes a vector as an argument. The function tryf is a c-function and should output the whole vector. But I only get 0.0. Looks like a problem with how the arguments are passed. Perl on Windows XP for Rcmd build
Is there a recommended binary version of perl to use under Windows XP for `Rcmd build'? The R FAQ for Windows just mentions "perl". I think that Kevin Wang's document on R for Windows suggests ActiveState perl but I have not been able to install it. I am running Windows XP Professional on a laptop. MacOS X: Packages KernSmooth and cluster won't compile

I am sure that the path to local libs are given correctly, them why can't the linker find them ? These libs are static ones, like libBOOMdebug.a , is this a problem ?
