I would like to limit the amount of bandwidth each IP in a network gets. For example I have a network that runs at 10mbit. I have a class C 192.168.1.0/24 that makes up this network. Is there any simple way I can say each IP in that class C gets 56k with out making a rule for each IP? I am trying to connect to computers running windows9x knowing only the IP address using smbclient. on windows computers i can type \\130.15.210.185 in the address bar and browse the shares of computers that don't show up in my network neighbourhood (computers on other subnets don't seem to show up, but i can still use them by typing the IP in) I am using smbclient like so:

Hi, I'm trying to mount samba shares onto the file system, but at the moment i only seem to be able to mount them as root. I've tried changing the permissions on the mount point and even mounting it on a subdir of my home directory but mount just keeps telling me that only root can do this. I am trying to download a 200MB ISO file and each time I attempt to do so it will timeout after around 30 MB. I've used both a Microsoft and a FreeBSD tftp client with the same results.
