Unfortunately, it seems that MKS' touch.exe doesn't actually change the time stamp of a file or directory. The command returns without an error, but the timestamp does not change. File copy speed differences... writing to SAMBA is faster than reading from it??!
Here's an interesting thing I notice between NTSP3 and Linux 2.0.33+ w/samba 1.9.18p8 [TCP_NODELAY, read prediction on, SND and RCV buffers to 64k, though I've tried 16k, 32K, 64k, max size 2k, 4k, 8k, 16k, no difference] When I copy a file from any share to my NT's HD, I get perhaps 280KB/sec. When I copy from NT HD to Samba share, I get almost 1MB/sec. Doesn't matter where

Who is tired of dealing with DST changes? I have asterisk running on FC4, FC4 has been patched and shows the correct MDT timezone and time. Email notifications of voicemail show the message time an hour early (standard time, not daylight).
