Can wine have global system settings? or use sudo?

installing wine on windows?
i see i can download wine files for windows, but how i install wine on windows 7 64 bit? i want to run a 16 bit windows game on windows 7 64 bit. on linux + wine it is ok, but how to do on windows? sadly reactos does not support 16 bit windows programs. why not?

Framebuffer (was Xen port of ReactOS)
Fwiw, I think a ReactOS port would be very useful to both projects. One thing I think xen could do with (if it isn''t there already) is some sort of virtual framebuffer like with disk and network.
