FCC Will Force VOIP E911 in 120 days ?

Who are XO and L3?
Almost all DID providers refer to XO and L3. Are they the only sources for DIDs in USA and everybody has to go to them? Could someone explain how exactly it works? Restricting outgoing calls by extension / Multiple providers
The situation is that I want to have certain extensions that can only call nationwide and others that can make international calls (with a different provider). I suppose, you could also see this as a scenario that could involve multiple internal extensions that get matched to specific outbound trunks. I have tried to find appropriate commands in the Asterisk documentation, but could find nothing

Intrado / VoIP E911
Ok, So... we've been looking at Intrado as a solution for national E911. They claim to be able to offer FCC compliant E911 services for VoIP companies. However, as I look into things further, they don't seem to have links to all the PSAPs for E911. Now, I understand if the PSAP is not capable of receiving E911 information, the VoIP provider is under no obligation to provide it.
