Are there additional messages after the Segmentation fault? I suspect
that iptables-restore is blowing up for some reason.
In general, using large Shorewall blacklists is a very poor idea. Any
connection that is accepted by the firewall must pass serially through
the entire blacklist.
For blocking other countries, I suggest upgrading to Shorewall 4.5.4 and
using the builtin country-matching feature available in that version.
For other blacklisting where a large number of address ranges are
involved, ipsets are a much more efficient solution.
