$FW always identifies the firewall zone. "fw" is the default name in
the Sample configurations but you are free to choose any name you like. There
was once a product ("Shoreconf" or something similar) for keeping
multiple configurations on a central system. Each firewall could have a
different name, but $FW always meant "The system where this instance of
Shorewall is running". That product was obsoleted by shorewall-lite, but we
have kept $FW for compatibility.
$FW is also handy in documentation, because it always works no matter what the
user decides to call the firewall zone.
