This seems to me the real root of your problem (and in
fact nearly hopeless). If there''s any reasonable
possibility of it, I''d advise committing all your
efforts to getting a better drop (rather than trying
to "fairly" allocate this tiny pipe). My impression is
so many websites are heavyweight these days that
325Kb/s for _one_ computer in the EU or North America
is a minimum.
Even the support in Squid, which seems to fit your
situation better than anything else (although still
poorly), was originally motivated by Australian users
whose drop bandwidth was extremely limited at the
time. As bandwidth availability in Australia has
gotten much better in the intervening years, the Squid
capability is no longer really needed, hence no longer
significantly enhanced, hence it doesn''t fit your
current situation very well.
I''m guessing from your email address you''re in Eastern
Europe and will probably have a hard time getting
better service. If true that''s unfortunate, because it
means you''re facing a problem so far removed from what
anybody that writes any of this software faces that
you''re unlikely to find a solution here. You may have
better luck on a list of sysadmins in your geographic
area, as they probably all face/faced similar
problems.
