how to detect if interface is up/down

hi,

this may not be a strictly shorewall question. I have three ISPs and  
am balancing them. When an ISP goes down - or two go down, shorewall  
has to be restarted with the appropriate scripts so that nothing gets  
routed to the ISP that is down. Question is: how to know when an ISP  
is up/down?
