Shorewall is able to work with openvpn but it isn´t a bundle of a vpn/firewall application. Shorewall will make the firewall rules, openvpn will establish the vpn connection to the opposite. Shorewall and OpenVPN have nothing to do with each other. You need to install them separately. If you run shorewall and OpenVPN on the same machine, you can follow the same configuration as in http://www.shorewall.net/VPNBasics.html http://www.shorewall.net/VPNBasics.html#id2460562 is the section to look at for OpenVPN.
