I suggest that you start by reading the Shorewall documentation:
1) http://shorewall.net/Introduction.html will explain what Shorewall is
and why you don''t see it running after "shorewall start".
That document
has not yet been translated into French.
2) http://shorewall.net/shorewall_quickstart_guide.htm will provide you
will HOWTOs for installing and configuring Shorewall. The guides are
available in French.
