I recommend that you stop flailing around adding more and more rules and
look at your log instead. Unless you have a very non-standard
Shorewall configuration, Shorewall will tell you everything that it is
blocking. And by default, it blocks NOTHING outbound (which is all that
the above information mentions).
You don''t tell us if your webcam is connected to your firewall or
behind
it (is there a Linux IM client that supports webcam?) but if it is
behind the firewall then I note that of the dozen rules that you tried,
the only one described in the above help text is missing from your list:
ACCEPT loc net tcp 5100
