Shorewall users - Apr 2004 - Combine ISP''s

I was wondering if anybody on the list has used Unix and Shorewall to
combine two ISP''s.
Both Frac T-1''s. Say both where 1.1mb up and back. Both with separate
static
IP''s.
to make a 2.2mb connection and make it redundant. (If one T-1 goes down the
other still works)?
Assuming you would have some opensource software that would combine the two
T-1''s
through separate nic,s. Say eth1 and eth2.

PS: I reviewed some stuff that www.fatpipeinc.com does and was wondering
if Shorewall and Linux could do the same.
