There are some Mandrake mailing lists, especially the expert@ mailing list can answer you questions regarding the msec levels: http://www.mandrakelinux.com/en/flists.php3 To check, whether this is shorewall related or not, see the configuration files in /etc/shorewall/ and have a close look at rules and policies.
