Shorewall users - Sep 2002 - SuSE route table and Shorewall

This is probably a SuSE problem - but perhaps someone has some 
experience...

I have a SuSE 7.3 with 2.4.16 kernel - I think I''ve got Shorewall 
configured and
am ready to test....but, if I happen to re-boot, I have no route to the 
Internet

rcroute restart         gives it back

Noted  restart "downs" routing, it complains about the missing eth0
and
eth0 gateway
but doesn''t complain when the "start" side runs.   Successive
"rcroute
restart"  give
no messages and routing is correct - according to "route -n"

Am I missing something ?

/etc/route.conf     reads

xx.xx.xx.21     xx.xx.xx.22     255.255.255.255         eth0
default         xx.xx.xx.21

eth1   (DMZ)
eth2   (local network)    appear to be OK
