I think you just want a keyboard plug--I''m not aware of any BIOS that
checks
for the presence of a monitor on boot. This is where Google comes in handy.
A search for "dummy keyboard plug" reveals a few of them:

Blackbox.com appears to sell one too (part no. AC244A). However, none of
them are particularly cheap--$50-$100. The same search on Usenet (Google
Groups) finds posts suggesting removing the circuit board from an old
keyboard, or simply leaving an old keyboard plugged in.
