Mark,
The /etc/shorewall/modules file lists the modules to be loaded -- these
modules are assumed to be found in the directory given by the MODULESDIR
variable in /etc/shorewall/shorewall.conf. If that variable is empty, then
Shorewall looks for the modules in
/lib/modules/`uname -r`/kernel/net/ipv4/netfilter.
So, possible problems include:
a) MODULESDIR set incorrectly (except on LEAF, it should be left empty)
b) /etc/shorewall/modules has been modified to exclude the ftp modules
c) Your kernel modules are installed in the wrong place.
